Fugitive diamond trader Nirav Modi entered the UK on a ‘golden visa’, a tier-1 (investor) visa issued by the British government to investors outside the European Union on a commitment to invest £2 million in UK government bonds or shares of a company. He is accused of involvement in the Rs 13,600-crore fraud of the Punjab National Bank in India. “Nirav Modi was constantly shifting his base. From central UK he moved to Manchester recently before moving into a flat in London. Our agencies were keeping tabs on him,” said a senior government functionary requesting anonymity.
